Awareness doesn't pass laws — politicians do. Solar Impulse's Prêt à Voter campaign identified the real barrier to environmental progress: not public indifference, but legislative friction. With 577 newly elected French MPs entering parliament after the 2022 elections, there was a narrow window to shape an entirely fresh assembly's agenda. Rather than another awareness push, Publicis Conseil distilled 1,400 vetted environmental solutions into 50 pre-drafted legislative proposals — bills MPs could table without the technical groundwork that typically stalls reform. The creative insight was reframing the campaign deliverable entirely: instead of a film, a hashtag, or a manifesto, the output was functional legislation. OOH, social, and TV drove visibility, but the actual product was a policy toolkit sent directly to parliamentary inboxes on day one of the new session. What separates this from lobbying is the craft of access — meeting politicians exactly where their resistance lies, which is capacity and complexity, not conviction. By removing the implementation gap, Solar Impulse turned an NGO's influence into a legislative accelerant. Three proposals were adopted verbatim into France's Renewable Energy bill. Nine are active in Senate debate. Two have crossed borders — one to Switzerland, one to the EU. The campaign's benchmark isn't impressions. It's bills passed.
